AIC comments on Vietnam’s Draft “Law on Information Security,” version 2.22, issued on May 22, 2013

The Asia Internet Coalition (AIC) is an industry association formed by eBay, Facebook, Google, and Yahoo! Incorporated. We seek to promote the understanding and resolution of Internet policy issues in the Asia Pacific region.

We appreciate the opportunity to provide comments on Vietnam’s Draft Law on Information Security. Security is fundamental to ensuring that Internet users have a good experience online and that their personal information is protected.

Since technology evolves very rapidly, we suggest that the law avoids being overly prescriptive in order to allow flexibility by companies and by the Government. We suggest, where possible, to limit prescriptive measures to Government systems and critical infrastructure so that private companies are able to continue innovating.

For the law to be enforceable and for companies to have certainty in complying with the law, it is important to be explicit about what is allowed and what is prohibited. Articles that are overly broad should either be clarified or removed.

While AIC companies are happy to work with the Government of Vietnam to address issues like spam and malware, we are concerned that the law may attempt to apply extraterritorially. Foreign companies will be reluctant to cooperate on security matters with the Government of Vietnam if the Law applies extraterritorially. We suggest the Government limit the scope of the law to domestic companies.

12 Jul 2013, Singapore – Over the last two decades, the emergence of the Internet has delivered enormous economic and trade benefits. According to the OECD, the Internet’s impact on productivity may exceed the effects of any other technological innovation to date, including electricity and the combustion engine. As a new, dynamic force in the global economy, characterized by an open, collaborative approach, the Internet has driven record increases in productivity, inspired innovation, and created rapidly emerging markets. The Internet transcends international borders and it has spread to more than a quarter of the world’s population. By creating an astounding array of new economic opportunities and expanding international trade, the Internet has also transformed traditional commerce. As the Internet dramatically decreases high entry costs for foreign markets, we are now seeing the rise of small to medium-sized businesses as competitive exporters along with the creation of innovative business models, cutting-edge inventions, and new and improved services.

Even the smallest company can now afford a communications and computational infrastructure that would have been the envy of a large corporation 15 years ago. These small businesses have the ability to operate globally and scale quickly. Internet technologies, including online advertising, online translation services, and online platforms, enable businesses to go global, regardless of their size and geographic location.

In this booklet, we have highlighted 12 small businesses from around the world that are doing extraordinary things online. It’s important to create the right environment to empower thousands more innovative SMBs, leading to the creation of new jobs and sustainable economic growth.

Singapore, 1 Apr 2013 – The Asia Internet Coalition today announced the launch of its Inaugural India Fellowship Program 2013. The Fellowship, which is 6 months long, is going to be launched first in India.

India is AIC’s first choice of venue given the country’s country and population size, its Internet and mobile penetration rate. With over 120 million Internet users and 600 mobile phone users, India’s Internet potential is enormous. The Internet has contributed much to economies globally, revolutionizing the way people communicate, conduct business, and learn about the world. India is currently in a state of growth, and the Internet presents a unique tool for the people of India to develop solutions to the challenges of today.

The successful fellows will have the opportunity to contribute to the public dialogue on issues fundamental to the future of the Internet and its users in India. It will focus on research and seek to foster partnerships on the ground towards a singularly founded philosophy of Internet openness, and help with the general awareness and education on Internet policy.

The AIC India Fellowship is open to interested parties of all levels and disciplines. Full details are available below.

About the AIC India Fellowship

The Asia Internet Coalition Fellowship (AICF) program offers interested parties the opportunity to contribute to the public dialogue on issues fundamental to the future of the Internet and its users.

Fellows will receive a stipend of $9,000 for 6 months. Fellows will be required to organize their own place of work. Fellows are also required to take care of their own computer equipment and workspace. Exact dates of the fellowship will be worked out by the fellow and the AIC. Fellows will be expected to make substantive contributions to the field of Internet policy development in their respective country, including conducting policy research and analysis; attending government and industry meetings; and participating in other advocacy activities.

AIC’s Global Launch of EIU Report “Good to Grow: The environment for Asia’s Internet Businesses”

Unclear regulation, payments drag on India’s Internet businesses, according to Economist Intelligence Unit report

The Asia Internet Coalition (AIC) released an EIU-commisioned report today in Delhi. The EIU researched why Asia’s internet businesses seem to punch below the region’s weight on the global stage. Based on interviews with senior executives from more than 30 online ventures and investors around the region, it examines the business environment faced by content creators and online platforms in Asia.
